周四，8月22日，卡尔加里教育委员会、卡尔加里天主教学区、埃德蒙顿天主教学校和埃德蒙顿公立学校的校董事长和校长与教育部长阿德里安娜·拉格朗日进行了会议，讨论了阿尔伯塔政府关于禁止隔离室的决定（部长令006/2019）。

我们四个学区服务的学生群体具有各种多样化和复杂的需求。我们的首要任务是为所有学生和教职员工提供安全、关怀和包容的学习环境。

我们认为在某些情况下使用隔离/镇定室是适当的。我们意识到，使用这些空间需要学校当局有明确的政策和期望，以确保其设立、监督和使用。我们的学区拥有专门的项目，员工接受广泛培训，并与家庭共同制定计划，以支持可能表现出对自己、其他学生和工作人员造成伤害的不安全行为的学生。

我们的学区坚决支持教室的包容性；我们的专业教育工作者努力构建尊重所有学生需求的教室。禁止使用隔离室会限制学校当局如何应对特殊情况，并确保学校社区内所有学生和教职员工的安全。这些问题也引起了与具有复杂学习需求的学生一起工作的教师以及这些学生的家长们的关注。

因此，我们恳请教育部长在2019年9月1日之前重新考虑这一部长令。我们愿意与阿尔伯塔教育部合作，共同研究与隔离室相关的最佳实践，为我们的学生、员工和家庭提供本学年的清晰和确定性。

On Thursday, Aug. 22 the board chairs and superintendents of the Calgary Board of Education, Calgary Catholic School District, Edmonton Catholic Schools and Edmonton Public Schools met with Education Minister Adriana LaGrange to discuss the Alberta Government's ban on seclusion rooms (Ministerial Order 006/2019).

Our four school districts serve student populations with a variety of diverse and complex needs. Our priority is to provide safe, caring and inclusive learning environments for all students and staff.

We believe there are circumstances where the use of seclusion/calming rooms is appropriate. We recognize that their use comes with the responsibility for school authorities to have clearly articulated policies and expectations related to the establishment, oversight and use of these spaces. Our districts have specialized programs where staff are trained extensively and develop plans, working together with families, around how to support students who may exhibit unsafe behaviours that could cause harm to themselves, other students and staff.

Our school districts strongly support inclusion in our classrooms; our professional educators work hard to build classrooms that respect the needs of all students. A ban on the use of seclusion rooms limits how school authorities can address exceptional cases and still ensure the safety of all students and staff in a school community. These concerns have also been raised by teachers who work with students with significant complex learning needs, as well as parents of these students.

For these reasons, we request that the Minister of Education reconsider the Ministerial Order prior to Sept. 1, 2019. We are willing to work with Alberta Education regarding best practices related to seclusion rooms to provide clarity and certainty for our students, staff and families for this school year.
